Hi
Can anyone guide me how to Set Unrestricted Access in Outlook 365/16 in Options->Permissions for all users
because some users are getting "Do Not Forward" and some are getting "Encrypt Only" while sending new emails.
Note: no policy is applied from backend/RMS

What does the "all users" you mentioned here exactly mean? Do you mean all the senders in different Outlook clients? Or all the recipients of the encrypted message?
If you mean all the senders in different Outlook clients, I'm afraid that it is unachieveable. As I know, the encryption settings in Outlook client is only valid for the senders on the current Outlook client, and will not affect senders on other clients.
If you mean all the recipients of the encrypted message, according to my research, you could make the sender of this encrypted message set this message as Unrestricted Access by the steps below before sending the message:
In Outlook 2016, you could set Unrestricted Access via Options > Permissions > Unrestricted Access like below(or click the envelope button to make it unchecked).
In Outlook 365, you could set Unrestricted Access via Options > Encrypt > click the lock button to make it unchecked.
Besides, it is suggested to uncheck these options in Encrypted email(File Options Trust Center Trust Center Settings Email Security Encrypted email) and see if it works.

Thank you for your guidance but unfortunately it did not work for me.
is there any registry key to set "Unrestricted Access" as default option in Outlook so that I can push Registry key thru GPO. as currently for some users Encrypt Only, for some users DO NOT FORWARD and for some users Unrestricted Access is selected by default.

Thanks for your reply.
As I know, from the perspective of Outlook client, by default, it will not add encryption permissions when sending messages. We could add encryption permissions when we really need this and we also could uncheck those options if we do not need these encryption permissions.
According to my research, I can only found options to encrypt all e-mail messages like below in GPO but have not found any options to set "Unrestricted Access" as default.

Besides, it is suggested for you to contact your administrator of mail server to further confirm if there is any settings in the mail server which may be related to your issue.
