Licensing Windows 10 in VMware horizon Envrionment

We are deploying VMware Horizon in the organization for 250 users there will be a mix of thick Clients (repurpose exisiting PCs) and Thin clients (Lenovo Thin Clients with WES10 IOT). 

In such a case how can we License Windows VMs that will be running in the data center?

and how will we enter the License key on the VM? how will the windows VM be activated?

will it be entered in the golden image prepared for VDI or each VM that will be booting from that Golden image?
