Exchange 2016 Migration Stalled - StalledDueToTarget_DiskLatency

Hello -

I am migrating some mailboxes between two instances of Exchange 2016. The migration went through a fairly large chunk of the data but has now stalled with the error StalledDueToTarget_DiskLatency. I have confirmed that the disk latency on the new Exchange server is not an issue (the server and databases are all on Solid State Disk). 

I am unable to get these migrations to continue and at this point, they've been stalled for 7 days. I've restarted both Exchange servers and have gone through a significant amount of troubleshooting up to this point. 

Appreciate any help!

As an additional note, I added a new migration and it immediately went into the Disk Latency stalled state.

Please refer to the following blog, it explains why the "StalledDueToTarget_DiskLatency" error happens:

Stalledtotarget_disklatency:

This might happen if there are any issues in the disk performance causing disk latency, the response time from the source is getting high and the migration batches are getting timed out. This delays the movement of the mailboxes. Start checking the target Exchange 2016 disk performance IOPS etc. If we get this, then there are some serious problems in the Exchange 2016 performance. And this depends on the designed storage architecture, how the database copies are distributed with how many mailboxes in each copy.

As Hinte mentioned, it's recommend to use windows performance monitor to confirm if there are any issues in disk:

I did confirm with Perfmon. The utilization on the disk and server itself is very low.

Thanks. I have reviewed this article already and confirmed that there is no performance issues with the Exchange server.
