For some reason the settings won't open I have tried restarting but still won"t open up very frustrating

Are you able to open other application?
Try run App troubleshooter:

Hi JasonV68,
Are there any errror messages recoreded in the Event Viewer(Windows Logs\Applications, System, Applications and Services\Microsoft\Windows\Apps)? Have you made any modifications to the machine before?
Please try the following steps to troubleshoot this issue.
1.Run the built-in troubleshooter tool to have a diagnostic.
Control Panel\All Control Panel Items\Troubleshooting\All Categories\Windows Store apps
2.Open an administrator powershell command line and run "Get-AppXPackage | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}" to register all the store apps.
3.If the issue persists, please try to login with another account or create a new account. There is a possibility that present user account has been corrupted.
