Hi ,
I have completed migration from exchange 2010 to 2016 and i am getting this error .
I am getting this error and dont know where to go , as Exchange services are up and everything is working fine .
Event id : 4999

Hi,
Since your Exchange 2016 server version is not the latest build, we recommend you update to Exchange Server 2016 CU14 Exchange Server 2016 CU14 .
If your exchange has some other issues,such as mail flow issue or outlook connectivity issue. I suggest ignore it if everything runs well. Here's an article about stopping logging a specific event:

Apart from Upgrading this to Latest CU is there any other option , I have already recycled webapp pool service but still there .

Hi,
According to my understanding, event ID 4999 is a common error. If there is the error alone, we cannot determine the cause that you are currently experiencing. Please check if there are other event IDs associated with OWA. If not, and the user is not experiencing problems while using OWA, we recommend that you temporarily ignore this event.

I have to say this answer is quite disappointing and I really wish this is not an "official answer" from Microsoft.
I meet the very same issue in our large environment.
All our 12 Exchange 2016 servers are managing and servicing 27000 mailboxes.
Around 10 times a day, each servers are logging Exchange Application Pool crashs.
When this is the Application Pool that serves OWA, all connections are lost. Users are complaining but this is not the worst...
When the Application Pool serving the MAPI FrontEnd is crashing... we lose around 2400 Outlook connections in a snap.
Our servers are already running CU12 (which is supposed to correct that issue). Obviously... not.
I intend to deploy CU14 this month and hope it will solve that issue.

The issue is still present in CU15. Can report as I'm having those issues.

Unfortunately issue is still present even after CU15 was applied.
Each server is crashing "OWAAppPool" up to 32 times per day...
Weird thing however.
I applied CU15.
But I see in the event log that the OWAAppPool is supposed to be version "15.01.1847.005"
M.E.C.O.S.C.OwaMapiNotificationManager.SubscribeToSuiteNotification, System.NotSupportedException, 80d2-dumptidset, 15.01.1847.005.
What?
According to Exchange Build Numbers this version does not exist...
15.01.1847.003 > CU14
15.01.1913.005 > CU15
Only reference I found for "15.01.1847.005" version is the "Security Update for Exchange Server 2016 CU14" (KB4523171).
I should suppose the CU15 was not correctly nor fully applied...

I've the same error with Exchange 2016 CU16. Were you able to solve this problem?

I have a Premier ticket open with Support right now, hopefully this will get resolved. Kind of discouraging that the latest CU16 doesn't do anything to resolve this. I'll post any solutions that are uncovered here to help you all out.

We have 12 Exchange 2016 on CU17 - and we are still getting this error.
