Grant Domain Users access to launch Hyper-V Manager

I am setting up a test lab for our consultants where they will be able to run different configurations in Hyper-V.

The Hyper-V host is a Domain Controller for the Domain Tech.Local, running Server 2012 R2 Standard.

All users are Members of Domain Users, Hyper-V Administrators and Remote Desktop Users. 

User account control has been turned off. 

When I logon as tech\admin everything works as expected

When i log on as tech\user I am prompted by UAC for admin credentials.

What I am missing?

I don't want to give these users Domain Admin rights.

To administer a Hyper-V Server with Hyper-V Manager the user needs to be a member of the Hyper-V Administrators local security group.

Essentially a full admin on the Hyper-V Server.

Since you posted this in the SCVMM forums, you can use SCVMM to grant user access to manage VMs without making them admins.

In addition , please try to add that non-domain-admin user account (user which runs hyper-v manager) into "hyper-v Administrators" group  in hyper-v host , then try again :
