The microsoft exchange active directory topology service wont start after failed KB4045655 install. The error I get in the event log when trying to start the service is:
Log Name: Application
Source: .NET Runtime
Date: 12/22/2017 9:56:56 AM
Event ID: 1026
Task Category: None
Level: Error
Keywords: Classic
User: N/A
Computer: EX2016-1.umasd.org
Description:
Application: Microsoft.Exchange.Directory.TopologyService.exe
Framework Version: v4.0.30319
Description: The process was terminated due to an unhandled exception.
Exception Info: System.IO.FileNotFoundException
at Microsoft.Exchange.Directory.TopologyService.TopologyServiceMain.Main(System.String[])
I can't find an indication of what file might be missing. The server was working before. It's exchange 2016 cu7 in a dag. After KB4045655 attempted to install through windows update most services were disabled. I changed them back to automatic but no exchange services will come up without the AD topology service. The server is 2016 v1607.

Hi Andrew,
Thanks for contacting our forum. There are two versions of this KB, we don't the windows update download which version, it’s recommended to uninstall the updated on your server and download the version of CU7 manually then install it again.
Security Update For Exchange Server 2016 CU6 (KB4045655)
Security Update For Exchange Server 2016 CU7 (KB4045655)
If it still doesn't work, we need to verify the .NET Framework with this useful tool and then check the results:

Hi Andrew,
I had the same problem, after a failed update of KB4045655, all my exchange services were disabled and won't start manually.
I found the solution here to install manually the update KB4045655, and finally successfully start exchange services
The solution was given by Zarach.
Hope it helps
