"Access denied. Contact your administrator" - Excel cannot be opened from Share Point Online

One colleague at my work has a problem with Excel. The problem is: he is on Share Point Online, he opens Excel file in online mode/version, he chooses an option "Open in desktop app" and he receives a message "Access denied. Contact your administrator". The same problem is with Word. What can be done about this? How could this problem be fixed? He uses Windows 10 Pro (64-bit), Office 365 (64-bit), Excel 2016.

May i know if the two files in the same folder, or different folder?
Did you try to use different account login to PC and see if it works?

Hi, lgiBG,

Please first check the account user uses in Excel 2016. Try with the following steps. 

1. Open a blank Excel file, go to File > Account > Sign out > In the “Remove Account” pop-up window, Click “Yes” --> your account will be removed from Excel and now close the excel file.

2. Again open the office file with the option "Open in desktop app". If you get a Excel Sign-in pop-up. Sign-in using your Id and click “Next”. 

If this does not help, try to download the file to the user's PC and open it with Excel 2016. See if the issue persists. 

And would you like to check if this issue occurs on other users and files in other locations inside your SharePoint site? Also please check with other PCs.
