I have two user reported similar warning message from their Outlook. It happened randomly when opening a message or send a message or move an item between folders.
Cannot move the items. Your server administrator has limited the number of items you can open simultaneously. Try to closing messages you have opened or removing attachments and images from unsent messages you are composing.
I asked one user and he doesn't even have mobile phone to access mailbox. The workaround usually is to wait for a few minutes and try again.
Is it related to database throttling or a limit of mailbox connections? If it's related to database connections how can I monitor?

You can disable the session limit by setting the following default value to 1:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MSExchangeIS\ParametersSystem

Have you found anything in commom between the two users? Such as both of them have access to a shared folder?
Which mode are they in? Try Cashed Exchange Mode please.
Please try to Start Outlook in safe mode (Press Win + R, type "outlook /safe", press Enter.) and see if there will be any improvement.
Would you open Event Viewer and check the specific information of the error?
Besides, I don't suggest to edit the regedit as Bhupen said before we narrow down the issue, and it seems that he mix up the value:

users are using Outlook online mode. I think cache mode will fix it. I can test but can't apply to all users, at least now. In Event viewer what error should I look for? Also, will there be any event on the server side or how to check the connections to the databases over a period of time? when getting this message is the user connections reached limit or the total mailbox database connections have reached the limit?

This will be shown in the error details.
You can reproduce the issue with Event Viewer open, check if any error exists.
