I have tried to download an evaluation copy of Windows Server 2019 Data Center from https://www.microsoft.com/en-us/evalcenter/evaluate-windows-server-2019-essentials. After downloading the ISO and trying to use it on a virtual machine is shows as 2016 not 2019. I spent 45 minutes on the phone with Microsoft support, and all they could do is tell me sorry we can't help you!! Here we are again with another reason why Microsoft has gone down the toilet. Can someone else help me out with getting the correct evaluation copy?

You don't want the essentials, download this one for Standard or DataCenter

The download from that location still shows 2016...not 2019 when I try to create a virtual machine using the ISO.

Not sure what you have going.
I just downloaded the Server 2019 evaluation. Please confirm the file name you downloaded.
17763.253.190108-0006.rs5_release_svc_refresh_SERVER_EVAL_x64FRE_en-us.iso
When I boot the ISO I get;

Download ISO and VHD from the following website.
https://www.microsoft.com/en-us/evalcenter/evaluate-windows-server-2019
Use VHD as VM installation media, if still shows Server 2016, continue installing, after installation complete, use Server 2019 ISO to in-place upgrade.

Okay, that issue is fixed however when starting the install I get a message stating "Windows cannot find the Microsoft Software License Terms. Make sure the installation sources are valid and restart the installation. Help?

Its possible the download is corrupt. If you're downloading again I'd suggest from an alternate location to avoid the same corrupt cached copy stored on ISP equipment.
It's also a common problem when using HP intelligent provisioning (try a newer version) and possibly when installing on VMWare.

Some users fixed the same issue by removing the virtual floppy drive VMW adds by default, meanwhile, upping the assigned amount of memory.
