Is there a way where I can change the settings so that instead of showing the most recent account signed in first, it will show a specific account always? Thank you.

In Start Search type secpol.msc and hit the Enter key.
Scroll down to:
In the left pane, double click/tap on Local Policies to expand it, and click/tap on Security Options to open it.
In the right pane, double click/tap on Interactive logon: Do not display last user name
Make it Enable (under Local security setting)
Click OK or Apply

Thanks for posting your query.
We can use Interactive logon: Don't display last signed-in Policy.
This security policy setting determines whether the name of the last user to log on to the device is displayed on the Secure Desktop.
Please follow the steps below to set it:
1. Type gpedit in search box.
2. Locate to Computer Configuration\Windows Settings\Security Settings\Local Policies\Security Options
3. Find Interactive logon: Don't display last signed-in and set it to enable.
Note: Before Windows 10 version 1703, this policy setting was named Interactive logon:Do not display last user name.
