I am trying to allow my users to change time zones on their laptops. I setup the following GPO but the users are still unable to change time zones without being an administrator. Has anyone had success with this?
GPO settings:
Computer Configuration > Windows Settings > Security Settings > Local Policies > User Rights Assignments
Change the system time: User Group Domain Users, Authenticated Users, and Local Users
Change the time zone: User Group Domain Users, Authenticated Users and Local Users

Please try the registry fix:
To resolve this issue, ask a member of the Power Users or Administrators administrative group for the local computer to assign you the necessary user right to change the time or date and to set the time zone. To do this, administrators must grant the Change system time user right, and then add the following permissions on the
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\TimeZoneInformation registry key:
- Query Value
- Set Value
- Create Subkey
- Enumerate Subkey
- Notify
- Read Control

I granted users access to the registry key and also with the above GPO granted users rights to change the time zone. The feature is still greyed out for users other than administrators.

Hi,
I found that my security policy has the name Users which allow standard user to has permission to change the timezone.
Not local users.

The settings above allow users to change the timezone from the control panel and not settings. Works for me.
