Why PowerPoint 2016 on Windows cannot set the transparency of an image?

I recently found out that PowerPoint 2016 on the macOS can make an image transparent a bit, so that I can overlay two images and compare them. But I failed to find such function on my Windows desktop. Is it an overlook? 

I did found a workaround to get an image transparent, which one can use the image to fill a shape (like an rectangle) and then make the shape transparent.

Hi,

I'm afraid there is no option within Office 2016 to directly make your whole picture transparent. In Office 2013 and Office 2016, you need to use a shape picture fill to make a picture transparent, or you can make one color in a picture transparent. See the following article for more information:

After ten months, this "feature", which has existed in so many previous versions of PPT, still has not been added?

But Microsoft is making the software better for you by removing features...LOL.  Try LibreOffice for free.  You find out it is much better with USABLE features.
