My computer used to be on a domain and I signed in with a domain user. It's now on a workgroup and I sign in with a Microsoft (@outlook.com) account. It's not on a domain or a work account or Azure.
In Settings > Accounts > Sync your settings, the main toggle is Off and grayed out. There's a yellow message at the top saying:
Some Windows features are only available if you are using a Microsoft account or work account.
I've tried signing in and out of Windows, Store, and One Drive. I've read all the other responses on TechNet and elsewhere, but most are about using a Microsoft account with AD or Azure, and that's not my situation.
How else can I get sync working?

Hi,
Normally, even if we are using domain joined machine, we also could sync settings to other device with Microsoft account. As you have login with your Microsoft account when you encounter the symptom, I suspect it might be configured by your Group Policy settings on your domain environment.
Please check the applied group policy items on your device through running the following command line as administrator in Command Prompt to generate a file in C drive named as result.
gpresult /h C:\result.html

Here's the file, though I'm not sure it's showing anything useful.
One note: It shows the user as “NOC-PC23\jack.” That's the old computer name, from when it was on the domain, and the new local user name.

Hi,
According to the log file you uploaded, there is no group policy configured.
As I know, sync the setting option will sync settings which are saved in One Drive, please make sure the related service and application are start up.
