Microsoft WPD filesystem volume driver, are certain USB devices no longer compatible with Windows 10?

Various flash drives, usb connected cameras and USB SD card readers show up in Device Manager with

Microsoft WPD filesystem volume driver (code 10:device unable to start)

I have tried normal trouble troubleshooting, re-installing drivers, trying USB 2.0 and 3.0 ports, etc.with no results. These are play and play devices so there are no drivers from the manufacturers to use. If plugged into a Windows 7 system, they come up with no problem.  Any information whether they are just not compatible or a solution would be appreciated. I have checked related threads also with no results.

These are Dell Optiplex 3020s, 3040, latitude 5540-80 running Windows 10 Enterprise 64 bit builds 1607 and 1703 are both affected, all clean installs with a Windows 10 image loaded with the drivers from Dell. No antivirus besides Windows Defender.

Information from device manager:

Hi,

First of all, please confirm that your device is supported on Windows 10. And then visit devices' manufacture's website to get the latest version of the driver to install.

Afterwards, if the issue persists, do the following steps:

1. Go into Device Manager.  From the view menu, choose "Show hidden devices". You now see all devices not in use.

2. Uninstall any "Universal Serial Bus controllers" not in use (greyed out) include disk drives also not in use. 

3. Then go to Disk Management, assign the drive letter to these USB drive for test.

Also, can you check the following registry key:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\eec5ad98-8080-425f-922a-dabf3de3f69a}

At that registry key, in the right window, is there, under "Name", either an UpperFilters or
LowerFilters value?

If so, for each of the UpperFilters and/or LowerFilters value, what is listed under "Data"?

By default there should be "UpperFilters" with "Data" "WpdUpFltr"

Is there any other the UpperFilters and/or LowerFilters values?

I checked and there is an UpperFilters key with WpdUpFltr as the data, there is no LowerFilters key though.

The problem does not appear to be at that registry key.

Can you provide the following file via a public folder on OneDrive or similar site:

C:\WINDOWS\INF\setupapi.setup.log

Unfortunately I could not see anything related in the setupapi.setup.log.

However can you restart the computer in Safe Mode and see if any of the devices work.

Hi

As You See I Have The Same Problem.  

(I cant copy paste the link but try to search it )

Please Check If You Can "Run"  *.Exe Files From Usb Stick Or From External Drives  (I Cant Run) 
(I Can Run Only If I Copy From Usb Stick Or External Hard Disk To My Pc - Desktop Area Or AnyWhere Else= And "Run" From There )
(And I Can "Run" Any Other Format - As*.pdf .jpg .jpeg *.txt etc  BUT NO *.EXE )

ALL WORKS PERFECT IN OTHER WINDOWS OPERETING SYSTEMS  (7, 8, 8.1) AND IN WINDOWS 10 BEFORE ANIVERSARY .    

I Cant Find Solution Until Now .... And Search In Google Makes Me To Format Again My Pc Because There Are No 1 Solution But 1000000000000001  And If You Make Something Wrong To Registry (Not Only) ThenYou See Other Bugs .... Blue Screen Of Death Etc ... And Format Is ONEWAY

 It seems the devices function in safe mode, Microsoft WPD filesystem volume driver  has disappeared from the device manager, although i'm unsure how to proceed from there.

If the devices seem to function in Safe Mode can you try a "clean boot" and see if they function in Normal Mode:

If a clean boot does resolve the issue there is a section in the article "How to determine what is causing the problem by performing a clean boot".

Reset the computer to start normally afterward.
