Hi theteckmtl,

"in domain at home"
Do you mean this machine is domain joined but you are at home now?
If it is, the issue could be related to the WSUS configuration. Please check the following registry key. If that registry key exists, it means you are using a wsus server. You`d better ask for help from the domain administrator.
[HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\WindowsUpdate]
"WUServer"

If this machine is not joined to the domain, please disable the firewall and antivirus temporarily to have a test. Disable all the proxy configurations at the same time.
Settings\Network and Internet\Proxy

Best regards

Hi,

try to download the language pack manually (http://winaero.com/blog/mui-language-packs-for-windows-10-anniversary-update-rtm-version-1607-build-14393/ ) & install it using lpksetup.exe

Regards

Daniel

Try the group policy setting in that link, for .NET but an add on so hopefully will work for the language pack as sell.

  1. Start the Local Group Policy Editor or Group Policy Management Console.
  2. Expand Computer Configuration, expand Administrative Templates, and then select System.
  3. Open the Specify settings for optional component installation and component repair Group Policy setting, and then select Enabled.
  4. Select the Contact Windows Update directly to download repair content instead of Windows Server Update Services (WSUS) check box.
