Hi,
If surface laptop or tablet is dead, how to recover the data inside the BitLocker enabled SSD.
Please help.

Dead means what? Windows won't start or screen smashed, or...?
If you are still able to boot windows setup from USB, you will be able to retrieve data from there (can you?). BL-encrypted drives can be mounted right from setup, using
manage-bde.exe -unlock c: -rp yourrecoveryKeyHere
Then use the command line to copy data to a USB drive.

To get your data out from the dead system you need to extract the storage device and connect it to another working system with the help of SATA cable.

Yes, it is not turning on at all. SSD of surface laptop 2 is soldered on the board.

You are sure that it's soldered, right?
Then your only chance is to take it to a repair shop that either fixes the power problems or unsolders it.

Say, is the device bootable now? I thougt it's dead?
Anyway: boot setup until you see the language selection screen, press shift f10 and a command window will appear where you can launch said command.

It is dead. Actually, am asking this for another surface tablet where I have an issue with typing the key, when I type the 48 digit recovery key it accepts on the 1st screen, but it does not accept any input on the second screen where BitLocker asks to re-enter the key. on-screen keyboard popups on 1st screen but not popping up on the 2nd screen that is the problem, even I tried with an external keyboard.
thanks for sharing the steps. please let me know if you across this scenario and how did you overcome or what will be your action item for such case.

The recovery key works. You can unlock BL protected drives anywhere with it and also from windows setup.

Did you insert you recovery key? Or did you in fact execute the command with no key but as you quoted it? You need to insert your key.

Yes with recovery key only. it's not getting unlocked

So how did you try to launch that command - from a bootable DVD/USB stick?
If so, what did you boot? It could be, that what you boot is incompatible. You should take a current (v1809) windows setup USB stick.
