- Created 2012R2 VM
- Did sysprep using C:\windows\system32\sysprep\sysprep.exe
- Selected "Enter System Out-of-Box Experience(OOBE)" and "Generalize" option
- Selected "Shutdown"
- Machine stopped.
- Started VM again.
- Stuck in Settings->"Country or Region" option.

It looks like the sysprep process did not complete fully for you.
You might need to download the VHD and create a VM in Hyper-V to be able to see the screens in the initial startup of the VM. Complete setup in Hyper-V, then you need to run sysprep again and make sure you choose "System Out-of-Box Experience (OOBE)" and "Generalize" check box is selected and use "Shutdown" for the Shutdown Options. After the VM\VHD is sysprep'd, DON'T restart it. Upload it back to Azure and create an image from it and then use the image to create a new VM.

Hi,
We typically see Sysprep as the last step before creating a VM Image.
if you trying to create an Image, these are the steps we follow:
1. Create a new VM
2. Customize it
3. Sysprep it and shut it down
4. Capture the VM which will create a VM Image.
5. Create a new VM from your Image. You should be able to connect to this VM.

Few days ago we were using the same process and it was working fine .This issue is occurred in last few days.
