A search for this problem shows that it has been around for a long time. I have three computers that I upgraded to Windows 10 (currently at 10.0.10586). Two of them had Family Safety turned on in the previous version of Windows. Due to the many changes to Family Safety and against my wishes, I went ahead and updated the Family Safety user accounts so it would still be somewhat functional, although of course no longer as complete a product as in the past. Unfortunately I discovered that I could not get around the restrictions that it has placed on, among other things, some Youtube videos needed for my kids classes. I cannot change the "Restricted Mode:On" without getting the message that an administrator needs to make the change. Even worse, this restriction is on all users access - not just those that had Family Safety limits. The problem only exists on the two computers that had Family Safety prior to the upgrade. I am the only Administrator on these computers and I am unable to make any changes to the restriction. I have followed the instructions from various users that reported this problem and have removed Family Safety from the computers. In addition to the basic removal of all accounts from Family Safety (including adults) so there are no accounts left, based on other ideas mentioned in other postings I have searched for WPCMON.EXE (to no avail), looked for "Family Safety Monitor" in Active Tasks (not found), looked for an entry in the startup tab to disable (not found) and searched for a "Family Safety Monitor" folder on the c: drive (not found). I was perturbed that Microsoft decided to dumb down the product as much as they did in the first place. Now I am perturbed and frustrated that they have added this bug to the product. I am grateful for any and all help and suggestions. Thanks in advance!

Hi Tech,
Family Safety is built-in feature and can’t be removed completely, but you can always turn it off.
To turn off or stop using the family features Microsoft provides, follow the instructions below:
For Windows 10, Remove people from your Microsoft account family
From a web browser, go to http://account.microsoft.com/family and sign in with the Microsoft account of an adult in the family.
To remove a child, choose Remove at the top of the section labeled Select a child to view or edit their settings.
To remove an adult, including the account you used to sign in with, choose Remove at the top of the Adults section. If you're the only adult in the family, you'll need to remove all the kids before you can remove yourself.
Select the person you want to remove from the family.
Select the Remove button that appears when you've chosen the person to remove.

Hi. We have an issue where we added my son's account to the "Microsoft family" as an adult account so we could share an O365 subscription, that worked fine.
However for some reason the Microsoft family restrictions are preventing him from launching applications, and also restricting XBOX game use without getting another adult's permission.
So we eventually removed him from the family group entirely, and the restrictions are still occurring. This seems like a bug... can someone please help?

This all looked great. I removed the 'child' account, as I have done several times before! But now, how do I remove the adult.... there is no adult section! I can add an adult or I can add a child but the instructions above suggest I can remove the 'adult'. Not.

I'm exactly where you are! It's just me - an adult. I never signed up for a family account. If I see one more posting that tells me to go to family settings and remove the children, I will scream. There IS NO child to be removed. I can't download anything from the store, because it tells me I have to unblock purchases. What? This is unBf_<king believable. I am so sick of being protected from myself. Just give me a frickin' Disconnect from Family link.

My child has been removed from the "family" - everyone was removed from the family and every device was deleted. My daughter still has the Family Safety Icon in the tray, and it still kicks her off after the allotted time every day. She uses the computer for school now and needs more time.
Does Microsoft have a Hostage Negotiator I can talk to about getting my computer back from them?

I don't know if this still works, but switching the account type to "local" should disable the "Family Safety":
Bypass Family Settings by conversion to Local Account
you probably need to give the kids account admin rights at least temporarily for changing the account type.
