Just this one PDF?
Where is it from? PDF's can be password protected, is this a password protected PDF? If so ask the author \ supplier for the password.

Hi,
The main reason due to which MS Edge does not allow you to open the PDF document without the password is the security. When PDF files are secured with user-level password we cannot open them without applying the proper password. Therefore in such cases, it is necessary to know the password for viewing the PDF contents. But, do you want to know how remove password permanently?
Answer: Google Chrome
If you know the password & your file does not have any printing restrictions then, by using the PRINT button you will be able to save your PDF files without any password security.
But if the PRINT button is disabled or greyed out then it is recommended to use third party application like DATAHELP PDF Password Remover. With this application, you can easily remove password security from PDF files along with restrictions.
