VS2015 Community - "We could not download a license."

I have recently installed visual studio community, and am unable to use it, due to a license issue. 

The error message I get when trying to renew my license in the visual studio prompt is:

"We could not download a license. Please check your network connection or proxy settings."

I do not have the paid version. 

I have signed into my account, and have ensured I have the visual studio page created.

The error seems to state a out my network, but my network connection works fine, and i don't believe there are any firewalls or hosts blocking going on.

I have tried reinstalling AND repairing visual studio, to no avail.

I found the issue. 

Apparently I had to enroll for "Visual Studio Dev Essentials" and then sign out of my account and sign back in. 

So for anybody else who has this issue:

1. Repair VS install / reinstall

2. Ensure you have a valid MS account

3. Ensure that account has a Visual Studio page

4. Ensure you are enrolled for "Visual Studio Dev Essentials"

5. Sign out / sign in using the "Sign in" button, NOT the "Add account" button. 

Visual studio should see the "Personalization account" in the upper left of the license popup. If it doesn't it won't work.

I've done all those things and I am still unable to download a license.

There's a much simpler solution.  For anyone who runs into this problem (It checks every 30 days).  Just open your web browser, go to the visual studio page and log in.  Keeping that page open, open Visual Studio, reenter your password under accounts, then click search for updated license.  For some reason it only works if you're currently logged into the visual studio page.
