Hi All,
I have been supporting windows server for a decade but it was always in an environment where everything was already setup. I was also never involved with any purchasing/licensing decisions.
If anyone could shed some light on my questions I would greatly appreciate it.
What I really want to achieve is put together a budget to build out a Windows Server 2019 domain controller running active directory. My budget is about $7,000
Cost list:
(1) hardware-server
(2) Windows server 2019
(3) Windows server 2019 (16-core license)
(4) CAL for 150 users (either device or user license)
Questions:
-Did I forget any major expenses?
-I see there are other vendors outside of microsoft that sell CALs, are there any benefits to buying direct from microsoft? There are significant savings if I buy elsewhere.
-Are the CALs transferable?(ie. if I'm using device CALs and I have 50 of them and I have 50 machines. When I do a refresh can I just remove the CAL from old machine and allocate to new ones?)
-Are there any annual expenses I forgot to include?

Legal licensing questions are better directed towards the reseller's trained licensing specialist. Any anonymous replies here are opinions at best. You can also contact microsoft directly to ask.

I completely agree with Dave that you need to get answers from an authoritative source. TechNet forums are not authoritative, particularly for legal questions.

Make sure you purchase from a Microsoft authorized reseller. Anything else and you might be purchasing bogus licenses. Microsoft primarily sells through authorized resellers. These have been trained in Microsoft licensing procedures.

Hi, thanks for pointing me in the right direction.
When I was referring to other vendors I was really referring to CDW and newegg which I saw are authorized.
