Hello,
I've been searching for an easy way to copying a current list and renaming it under a different title within one Sharepoint site. So far, all options provided to me do not work. Powershell commands do not work, Sharepoint Designer isn't allowed at our facility etc. etc. The site has also been 'published' and I've read that once published, you can't copy lists as templates.
For something seemingly as simple as this, I'm completely baffled at how difficult it is. At this point in time, my only option is to manually recreate the list which will take hours to do. Any guidance would be appreciated.

You can save the existing list as Save List as Template option to copy lists under same site. and also you can do via Content and Structure option from Site Settings.
Create a list template based on the list.
How?
- On the top link bar, click Documents and Lists.
- On the Documents and Lists page, click the list that you want to copy.
- On the page that displays the list, click Modify settings and columns.
- On the Customize List_Name page, under General Settings, click Save list as template.
- In the File Name box, type the file name to use for the template file.
- In the Template Title box, type the title that you want to use for the template in the list template gallery.
- In the Template Description box, type a description for the template.
- Select the Include content check box.
- Click OK.
- On the Operation Completed Successfully page, click OK.

In viewing our home site, I can't even find 'Documents and Lists'.

there is no such option called Documents and lists. I was just referring if you want to copy list or library then go for your list/library which you want to copy and go to list settings and there you see a option called Save list as Template.

I've tried that it and it doesn't work. There's no option to 'Save list as Template'.

Seems like you have Publishing feature enabled at Site level. that's the reason you are not able to see. hmmm, i don't think you have any other way other than using powershell / 3rd party tools to migrate the list. you can also do Database backup and Restore and get the data without attach that database to sharepoint. I don't think you have any other option other than using one of the above.

So far, Powershell isn't working either as I mentioned earlier. Could you elaborate on any off-the-shelf third party tools that might do the trick or is that not allowed here? That really might be my only option that will work.

3rd party tools like Sharegate, Metalogix & Doc Ave are priced ones, you don't have any free tools we have one tool but that will only work with SharePoint online but not on-premises. Sharegate is less in price when compared to others approx 4000$ / year. but i would say take Database backup and Restore with a New Name under same SQL Instance then get the lists from unattached content database. below article for reference:

You can use the tools that Sharath mentioned, and as Sharath says, there's no better way unless you're willing to spend time manually recreating them.

You can use Save List as Template option. In publishing Site that option is hidden but you can still access the page using URL:
/_layouts/15/savetmpl.aspx?List=%7BLIST_GUID%7D
Just replace LIST_GUID with your list's GUID.

Just a suggestion, if you are not able to save list as a template from publishing site, why not create that list in a Team Site, then Save list as a Template and download the template and upload it on your publishing site. This way you have to create list only once and then in Team Site and in publishing site you can create the list from Uploaded template.
