Hi,
I've tried installing VS 2015 Enterprise With Update 3, using both the internet installer and downloaded ISO file, but it fails with error "KB3022398. The installer failed. The system cannot find the file specified. Error code 0x80070002".
I've verified the downloaded ISO checksum matches using fciv.exe, and I try to install using "Run With Administrative Rights (Audited)" as per company policy, on Windows 7 (Enterprise).
In the extracted ISO folders, I see there is also a subfolder ~\packages\kb3022398 which contains a kb3022398 Windows Installer Patch file.
In the log file I see these errors:

Hi Conrad M Mellin,
The error code "0x80070002" often means the file or folder cannot found, since you used the ISO file to install, could you please provide the SHA-1 value of your ISO file? If your ISO is integrity, there should have some other factors that blocked or lead to this issue.
Please have a look at the following steps:
1. Disable any Anti-Virus or Anti-Spyware software on your computer, refer to the error message, I found this thread this.
2. Visual Studio Enterprise 2015 with Update 3 is supported on Windows 7 Service Pack 1. Please make sure your OS already upgraded to SP1 and Windows update up-to-date.
3. Clean up the %temp% folder
4. Please use the SubInACL tool: https://www.microsoft.com/en-us/download/details.aspx?id=23510 to help administrators to obtain security information, then re-run the VS installer as administrator.
If the above still doesn't help, I need you installation log file to troubleshoot this issue. Please use http://aka.ms/vscollect to gather the installation logs. After using it, you will find vslogs.zip under %temp% folder, please upload the file to https://onedrive.live.com/ and share the link here.
