As of recently, I'm unable to change the sync settings in Windows Mail as it's grayed out; and I can't understand why ?

Is the mail still working, i.e. do you send and receive ok still with it?
What email service? (perhaps related somehow)
Have you tried resetting Mail? Start > Settings > Apps, find Mail and Calendar in the list on the right click it to select it then Advanced settings and Reset.

I use outlook on Windows Phone and it always retrieves my mail that can't be said for Windows Mail on Desktop ?

Have you tried resetting the mail app from the settings?

I can't reset the settings for the mail account; as the account settings are grayed out ?

So are you saying under Start > Settings > Apps, find Mail and Calendar in the list on the right click it to select it then Advanced settings and Reset. Is greyed out?
If so, right click start choose Windows PowerShell, copy and paste and enter;
Get-AppXPackage -Name microsoft.windowscommunicationsapps | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml" -Verbose}

This option isn't grayed out; although I don't want to reset the Mail App I strictly want to fix what is wrong with one of the accounts within Windows Mail. It's unable to retrieve any email from the server.
