Okay so when I first got my laptop (two months ago) I set up the background wallpaper in settings with a really large picture and it turned out great. I wanted to change it today, but when I went to do that with an image that was still pretty large, it showed up small on my background and black is surrounding it. What? So I tried to change it back to my original wallpaper that worked, but it did the same thing. Why is it showing up so small?

Open Settings
Personalization
Background
Select Choose a fit
From the drop down menu select Fill.

Firstly, make sure your picture has a similar or bigger dimension as your desktop resolution.
Then right-click desktop->Personalize->Browser->choose your picture->Choose a fit->Fill
