I have windows 8.1 pc and other solutions that are already posted about this error are not working. also there is no Local Security Settings in administration tools.
I did some investigations and search for Microsoft.VisualStudio.MinShell
(C:\ProgramData\Microsoft\VisualStudio\Packages).
It says "A certificate was explicitly revoked by its issuer" for MinShell.Msi
That certificate says it is valid from 03-05-2019 to 03-05-2020.
I don't exactly know the reason and tried some solutions but nothing worked.

Can you tell me if you have corporate policy or elevated AV policies in place blocking the VS install or can you check it with your system administrator and gain permissions to install these packages? According to your description, it seems that some policy blocks the installer to install this MSI package. Please try to restart your computer and run the VS Installer as administrator to retry the installation. Notice that please temporarily turn off any anti-virus software and update your Windows to the latest version before the installation.
If it persists, can you share more details such as screenshots or logs with us so that we can resolve it better?
You can download and run this collect.exe tool, go to %temp% folder and find the vslogs.zip file, upload it to https://onedrive.live.com/ and share the link in here. Thanks for your understanding.
