Hello All...........We have a requirement to make SFTP on Microsoft Azure. I have following questions:
1. Is it possible?
2. If yes, then how through some PaaS offering or through VM?
2A. In both cases, any article/blog/step by step guide would be appreciated?
3. How much would it cost?
4. Would it be on a Linux or Windows System?
5. Do we need anything at our on-premises environment for it?
6. What is generally used by people in Azure?

I realize that it doesn't answer your entire question, but if you choose Linux, then the steps in the below article will handle your question 2, 2A, 3, and 4:

Now, with that being said, I am not certain whether Azure will allow a SFTP server to run on their platform and also how to make custom ports available to external clients through Azure. Hopefully another guru will jump in and answer that part of your question.

Yes, you can set up SFTP on an Azure VM. Refer this thread that discusses how this can be done. The cost considerations would be for running the Azure VM, any associated storage costs and any data egress, etc. Refer the pricing page for more details.
Azure Windows VMs (for Windows OS)
Azure Linux VMs (for Linux OS)

We use extenua SilverShield http://www.extenua.com/silver-shield SFTP Server
Installed (easily) on Windows Server IaaS in Azure.
All you have to do after that is open Port 22 as a rule in the Network Security Group in the Azure Portal , and the VM firewall.

Yes there is now an Azure SFTP server now available in the Azure marketplace that comes pre-configured:

It runs on Windows 2016 and several options to securely transfer files

Please dont make a mistake , SFTP is nothing to do with Secure FTP . Changing the port of FTP doesnt mean setting up an SFTP
