Hi Simon,
Does the issue occur with all objects and pages in the publications? Create a blank publication and add objects to the page. Will the issue still occur?
Are you using multiple monitors or screens?
Please try to update Office from Windows Update center. You can also repair your Office from Control Panel to have a check.
Please open Publisher in safe mode to check for the issue: press Windows + R to start Run, type mspub /safe, press Enter.
You can also log in Windows as a different user. Will you experience the same problem?
Please Go to File > Options > Advanced > check Use Legacy Drag Preview...or uncheck.
As far as I know, if one of the Snap commands is turned on, the object might snap to the nearest guide, object, or ruler mark when you release the mouse button. Go to Page Design > Layout group > uncheck Align to Guides and Objects. This is the 'snap to' feature in Pub 2010 and 2013.
If you are using multiple display (multiple monitors) in Windows, under the Windows Settings > System> Display screen, click on the extra screens, then scroll down to the "Change the size of text, apps, and other items.." Changed it to 100% Recommended. If it was already set to 100%. Clicked on "Advanced scaling settings" just below that, and switched on the "fix scaling for apps" option.
If you have any updates, feel free to post back to let us know.
Best Regards,
Herb
