I have a Dell Venue 8 Pro which is constantly running out of disk space, so much so I cannot install updates. Investigating where all my disk space went, I discovered an Updates folder under c:\Program Files\Microsoft Office 15\data that is using 5.29GB. The folders in the hierarchy under this folder appear to be created on random dates. Can I delete this folder or its contents without harming Office 2013? If not, for what is this folder being used? 5.29GB is a major chunk of my 22GB of usable storage.

I guess most of them are Office updates as that's where updates are cached, you can clean the content of Update folder and it should not affect the use of Office 2013.
When Office updates itself, any files that are different will be copied down to this Download folder on the local computer: C:\Program Files\Microsoft Office 15\Data\Updates folder*.*
