Hi,
These was a Outlook group policy [user] that set Enabled for both:
1. Empty deleted items folder when outlook closes & 2. Warn before permanently deleted items.
When they are set to Enabled, user do not get the option to "uncheck/check" the settings. Thus, we then changed the behaviour to Not Configured on both.
(By default, the deleted items folder is not emptied when user exist Outlook (emptytrash = Not Configured), and by default a warning message is displayed before Outlook items are permanently deleted (warndelete): "Do you want to permanently delete everything in the Deleted Items folder for all accounts"
However, users do not even get prompt the warndelete message anymore even though the option is checked.
As this is now per user based configuration, the regkey in HKCU\Software\Microsoft\Office\15.0\Outlook .... is set to:
The warndelete regkey is set to 1 (in ...\Options\General);
The emptytrash regkey is set to 1 (in ...\Preferences).
Since these policies have been set to Not Configured in GPO, hence in the HKCU\Software\Policies\Microsoft\office\15.0\outlook ... there is no regkey exist for these settings.
Questions:
1. The warndelete option depending on the emtpytrash settings? - If emtpytrash set to 0, the warndelete will not display message, is this correct?
2. Why user is not being prompt the warndelete message any more when Warndelete & emptytrash is turned on?

Is there a way to make warndelete only prompt once per user upon exit Outlook?
Scenario where, the Emptytrash setting set to Enabled & warndelete set to Not Configured (as it is enabled by default).
User will only be prompted the warndelete message : "Do you want to permanently delete everything in the "Deleted Items" folder for all accounts" ONCE.
If user select YES on the warndelete message, then Outlook will always empty out deleted item upon close Outlook (no more warndelete message).
If user select NO on the warndelete message, then user will never get ask the Warndelete message again, and the warndelete setting in Outlook will be "un-tick" (by user clicking NO on warndelete message).
I'm afraid this is not possible as the prompt is only for current action. There is no option in the prompt dialog which provides a check box like "Do not show this dialog again". We can only always turn on or turn off the prompt.

Hi,
Re Q1: The warndelete option is not depending on the emtpytrash settings. They are separate GPO settings. The warndelete option applies when you try to permanently delete an Outlook item, not just warning for the items in the Deleted Items folder.
Re Q2: Have you verified if the two options are really turned on via checking on one of the users computer?
File > Options > Advanced > Outlook start and exit > Empty Deleted Items folder when exiting Outlook
File > Options > Advanced > Other > prompt for conformation before permanently deleting items
We may also try to run gpupdate command to force a GPO updating and then check if this issue continues.
