Shutdown command doesn't work in CMD, Windows 10

Today I started a bat file and it's not working, so I check it one by one and found out that when I type any shutdown command it'll always reply as: e' is not recognized as an internal or external command, operable program or batch file. Don't know what's going on, any suggestion? (the category maybe incorrect, it's my first time here.) Thanks.

In the command prompt type out the bat file like this.

If you see any strange characters then the encoding of the file is incorrect. Edit it with notepad and set the encoding to ANSI in the save as dialog.
