Control Panel \ Mail (32-bit) icon Blank

I saw this question was asked a few years ago on this site, but the proposed solution didn't work for the questioner (nor me).  I'm revisiting the problem to see if anyone has an idea.  Here is a quick rundown:

1) Office 2010 on Windows 7

2) Control Panel\Mail (32-bit) icon works for local and domain admin accounts (icon has a picture)

3) Regular users see a blank icon (won't open when double clicking on it)

4) Regular users can open Mail (32-bit) bit if they double click Program Files (x86)\Microsoft Office\Office14\MLCFG32.CPL.  Users can open Mail (32-bit) if I create a desktop shortcut to this path.

There is some kind of disconnect between control panel and the path specified in step 4.  It appears to be permissions or a registry issue, but I don't know where the problem could be.

I marked your proposed solution as the answer.  I had to make the registry change as a local admin, but the solution did apply to all regular users who logged in.

I had the same issue. 

Try opening the registry in **HKLM\SOFTWARE\Wow6432Node\Microsoft\Windows\CurrentVersion\Control Panel\Cpls **

**locate **mlcfg32.cpl REG_S and copy your current value in a notepad that may look like: 

C:\PROGRA~2\MICROS~2\Office16\MLCFG32.CPL and change this to NULL and close the registry. Close Control panel as well. by doing this the Mail (32-Bits) icon will disappear from control panel. 

Then Open the Registry again

HKLM\SOFTWARE\Wow6432Node\Microsoft\Windows\CurrentVersion\Control Panel\Cpls

**then locate **mlcfg32.cpl again and change the value back to C:\PROGRA~2\MICROS~2\Office16\MLCFG32.CP and close the registry. The icon should appear back and fix the problem.
