Hi Chingun Zolsiakhan,

I completely understand how is frustrating to you.

Usually, error code: 0x8007015e - No action was taken as a system reboot is required. It indicates that windows system files damage or something make Windows Installer think a reboot is required.

Please try steps as below:

  1. Try to restart the computer multiple times or shut down then start the computer, or you can also have a try with disable the hibernate feature: https://technet.microsoft.com/en-us/library/cc748940(v=ws.10).aspx using the command: powercfg-h off, restart your computer then re-run the installer as administrator, see if the same issue will occur or not. If it works, please remember enable the hibernate feature later.
  2. run the command: sfc /scannow in the elevated command prompt to verify the integrity of the required system file.
  3. Use msiinv to gather installed programs information:
    • Extract the contents of msiinv.zip to the folder c:\msiinv on your system.
    • Click on the Start menu, choose Run, type cmd and click OK.
    • Type this command:  c:\msiinv\msiinv.exe -p > c:\msiinv\msiinv_output.txt.
    • These steps will create a text file named c:\msiinv\msiinv_output.txt with a list of each product that Windows Installer thinks is installed on the system.  Then you can open the text file in any text editor and search the list of products for the name of the product that setup told you to uninstall.
    • You could have the Windows Installer product code and you could use that to uninstall the product by running msiexec /x <product code>

   4. Re-run Visual C++ Redistributable for Visual Studio 2012 Update 4

Hope would be helpful.

Best regards,

May
