There is no feature or interface to do this. It is due to security reason, when you are locking your PC, you have to make sure no one sees what is going on in the background.
However, you might try explain your scenario so I might suggest different way.
You don't need to lock your PC at all, if you want monitor what is going on.

Hi Abdul,
As told by Cyber_Defend_Team, currently to have lock screen to be transparent is not possible.
Windows would show the login screen if the system is configured to lock with some time idle. We need to enter the password again to get back to desktop, so even the lock screen is transparent, you are sttl not be able to monitor the desktop directly.
By the way, in Insider builds, lock screen and the login screen could be configured to be based on the same background, well, compared to transparent, it seems that the system stll need a long way to go.
For processes, you may consider take use of process monitor while you are not stand by.
Take a look at the process monitor and see if it could help in such situation:

I need this for our Security Operations Center and a Persistent Skype for Business call between several operations center for our location. We have a mid sized organization under 20,000 users and want to be able to liter these systems in screensaver lock since we do not want unauthorized users to interact with the applications but they may be in a publicly accessible location.

Can you clarify in a new post what you are trying to achieve. I cannot imagine you want other people to see Skype conversions on a locked screen, that could be filmed with a phone.
Processes on the PC for the user continue when it is locked won't the simple normal lock showing the lock screen wallpaper and presenting the login screen work?

For every rule there is an exception.
Some computers must be configured as semi-kioks ones. Then you need that human eyes can verify the operation or see whats going on a program; but don't want people interact with the keyboard.
One of my relatives, have automatic miking system. The system shows metrics and pertinent info about the process but the system is non web program. So with one specific user must log on the computer and he wants to lock-up the computer but be able that every worker can see how is going the metrics.
Of course the monitor can be placed far away from the computer but if need to lock-up it nobody will see how metrics change on the remote monitor. That's just an example of the transparent screensaver usability
And seems that this people made it http://www.e-motional.com/TScreenLock.htm

Hi. We had a business need for a 'Transparent screen lock' ....in a kind of public Kiosk PC idea. Scrolling information can be displayed and seen with the security of having the PC locked. We use software from
e-motional.com call Transparent Screen Lock . It works well, and has different security versions that work with Windows Aithentication , Smartbadges, Biometrics etc etc . Lots of nice features that allow you to run scripts when the screen is locked / unlocked etc
Have a look. It sounds like it would be perfect with your Skype requirements

Just put the keyboard and mouse somewhere it can't be accessed. Locked drawer,.....
Or just disconnect them and use a remote access application to control the computer in question.
