So I logged into the PC as administrator and ran all the Microsoft Security patches including the latest creators update. Now when I login as a different user to create a new profile it will not let me open up a Web Browser. If I click the start button and start typing the menu goes black and hangs up for a minute. I checked the event viewer logs and this is what I'm seeing:

It's weird that I'm logged in as another user but it's trying to access something under the administrator profile. Here is what I've done so far with no success:
1. Deleted / Recreated Profile
2. Ran sfc /scannow <--Did not find any issues
Has anyone ran into this issue? It just seems to be the Creators Update that caused it. Any suggestions as to what I can try?

***Update***
I deleted the C:\Users\Administrator\AppData\Local\Microsoft\Windows\WebCache\WebCacheV01.dat file and now everything is working like it should. It must have been corrupted.

Same problem here. Did the same thing (delete WebCacheV01.dat) and it works. BUT if I delete this file when creating the image in Audit mode, the problem is back after sysprep... So the only option is to delete this file on all computers after deploying my image. Really cool for an Enterprise version... WTF ?!

Am also experiencing this problem on 70 sysprepped and imaged Win10 Enterprise machines with no customisations at all from our side.!!! WTF Microsoft!
We should be able to do IT!!
