We have one domain with thirteen replicated domain controllers with DHCP Server for each site. Is it possible to delegate DHCP administration, at least IP reservation, for a specified user group on a specific DHCP Server? I mean DHCP administration on only one specific DHCP server of the thirteen DHCP server?
I tried to apply these follow tutorials but without success:

Please clarify your request so that I can better understand your question.
Do you mean you want to divide the DHCP administrative permission for a specific user group of a specific DHCP server?
If yes, as Windows Server system itself, I am afraid that there is no function or settings for further dividing the DHCP administrative permission.

I have thirteen replicated domain controllers and each domain controller has DHCP Server function with your own scope. I need to delegate administration on the scope of a specific DHCP Server. Is it possible?

No. I have thirteen DHCP server and each DHCP Server has one or more scopes. I would like to allow a specific group to administer a only specifc DHCP Server.
Example: one of the thirteen DHCP server has 10.0.0.2 IP and distributes 10.0.0.0/24. I'd like to allow a specific group to administer only this DHCP Server.

You can delegate the DHCP administrator to the specific group.
