MDT Error - "A connection to the deployment share could not be made. Connection ok. Possible cause: invalid credentials"

I'm receiving this error trying to learn MDT. I successfully deployed windows 10 to a VM last week and today I came in and wanted to do it again and I'm getting this error. The computer that is running Server 2016 and has the deployment share on it is plugged into the network but off of our domain, just so I can remote in and work on it. It's just set to workgroup. I made a local account on it with full control on the deployment share and it is the owner. I've tried setting the UserID and UserPassword in bootstrap.ini to that account as well as leaving it blank and I still get the error after booting the VM into PE. If I press F8 waiting for the PE to load I can ping the hostname of the PC that the deployment share is on. I really am stumped as to why I can't connect to it, especially considering that it worked last week. Another important note is that the VM has a 169 address, but that really shouldn't matter. It can communicate with the PC it's hosted on just fine. Any ideas are appreciated.

Edit: And yes I did update the deployment share and regenerate boot files in between bootstrap edits.
