I've tried to install visual studio 2019 but it stucked, so I ended related processes manually with task manager.
and tried to install it separately but it stucked in 33 percent of progress and I forced again to ended it manually .
I collected logs with vscollect.

Welcome to the MSDN forum.
According to your description and uploaded logs, the error code “1603” you met often means fatal error during installation.
Before you install VS2019, please make sure that you have finished the following steps first:
#1. Turn off your anti-virus software during installation.
#2. Try to update your windows to latest version.
#3. Complete or dismiss Windows Update before installation, and don’t forget to turn it on later.
#4. Clean your %temp% folder, then, run the setup with Administrator privilege.
In addition, I found another error message, it seems that the installation was blocked when it tried to install Active Directory Authentication library for SQL Server. I suggest you could uninstall the existing version and reinstall the Active Directory Authentication library for SQL Server.
If you want remove Active Directory Authentication library for SQL Server, you could have a try with the following steps:
#1. On the start menu, click Control Panel, and then, under Programs -> Uninstall a program;
#2. When you find the program Active Directory Authentication library for SQL Server, click it, and then click Uninstall;
After you uninstall the program, you could download Active Directory Authentication library for SQL Server (it is recommended to use the same language as VS2019) and install it again, which could fix your issue.

Did you try Anna’s suggestions? And did your issue solved?
I find that the installation might be impacted by ASP .NET and web development workload. In addition to Anna’s suggestion, maybe you could try to uncheck this workload checkbox before installing VS and after installing finished reinstall it from Visual Studio Installer -> VS 2019 -> More -> Modify -> check this workload and modify.
In addition, I found this similar thread : Visual Studio installation failed with MSI error 1618 and according to this thread, I suggest you could try to reboot your machine and then try to reinstall Visual Studio 2019.
