On windows 10, various builds, the last user is still logged on after the machine was turned off, and then restarted (or when rebooted).
The only solution to have a clean slate is to logoff, then shutdown or reboot (or if one knows the password for the last user, log into this user account, then logoff).
This may be a problem when updating, when a reboot is required, as MS Update sees the other user is still on and send the 0x8024a11a error code while refusing to reboot.
There may be a reason for this behavior, but why the shutdown and reboot do not offer the option to logoff the current user (or do it automatically as in older versions of windows).

Disable Fastboot
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager\Power

and disable:

I did two things to remedy this, Firstly I turned off my Firewalls and secondly make sure that you are the only user active on the computer. It worked fine for me I only hope it helps others.
