Hi,

Thanks for your question.

After I read the update report of Win10 Version 1809, I can't find the fix of your issue.

On November 13, 2018, we have began the re-release of the Windows 10 October Update (version 1809), Windows Server 2019, and Windows Server, version 1809. We encourage you to wait until the feature update is offered to your device automatically. You can try to update it for your machine.

About your problem, it may be a bug. I will help you feedback it to Microsoft.

No it's not resolved. There is no way to disable toast notification for disabled firewall with "Windows.SystemToast.SecurityAndMaintenance\Enabled = 0" registry key in win 10 1809.

So we'll wait for solution.
