We created a planner and some members aren't able to attach files to tasks that get created. It's greyed out and appears to be intermittent. Is this a known issue?

Hi GrayreverandSoftwareGuy,
Please follow the steps below to first set up the files storage space in OneDrive for Business and then try accessing in Planner:
- In Office 365, go to OneDrive for Business.
- Open the ‘Groups’ in OneDrive for Business which is connected with the plan where you cannot upload attachments.
- Click on the ‘Plan’> OneDrive for Business will ask to wait, while it configures your group files.
- After you see the message ‘Ready to go’ in OneDrive for Business, go to Planner and you will get the options to attach a file.

Do you need to have Exchange Online to be able to do this? I don't have the "Plan" option and get a message that says I don't have exchange online enabled.
