How to troubleshoot:
Edge failed to start because its side-by-side configuration is incorrect and restore history
Activation context generation failed for "C:\Program Files (x86)\Microsoft\Edge\Application\msedge.exe". Dependent Assembly 83.0.478.58,language="*",type="win32",version="83.0.478.58" could not be found. Please use sxstrace.exe for detailed diagnosis.

WinSxs Tracing Utility.
Usage: SxsTrace [Options]
Options:
Trace -logfile:FileName [-nostop]
Enabling tracing for sxs.
Tracing log is saved to FileName.
If -nostop is specified, will not prompt to stop tracing.
Parse -logfile:FileName -outfile:ParsedFile [-filter:AppName]
Translate the raw trace file into a human readable format and save the result to ParsedFile.
Use -filter option to filter the output.
Stoptrace
Stop the trace if it is not stopped before.
Example: SxsTrace Trace -logfile:SxsTrace.etl
SxsTrace Parse -logfile:SxsTrace.etl -outfile:SxsTrace.txt

We will be carrying out the following fixes to resolve this error:
Reinstall the application.
Check the Registry setting.
Reinstall the appropriate Visual C++ Runtimes.
Re-enable Microsoft .NET Framework.
1] Reinstall the application
Sometimes, there might be some supporting module for your application under the hood that might have messed up your application. To fix that you can try to uninstall and then reinstall your application and then check if that has fixed your issues.
2] Change Registry setting
Hit the WINKEY+R button combination to launch the Run utility, type in regedit and hit Enter. Once Registry Editor opens, navigate to the following key-
Computer \ HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \ Windows NT \ CurrentVersion \ SideBySide \ Winners \ x86_policy.9.0.microsoft.vc90.crt_1fc8b3b9a1e18e3b_none_02d0010672fd8219 \ 9.0
Now, check if you find a String value named as default.
Double-click on it and change its Value data to match the one as the third value in BINARY as shown in the screen snippet above.
Reboot your computer for the changes to take effect.

It somehow fixed itself.
What generally causes these problems.
If available please post references in case it happens again.
The current operating system is 1809. Indicate if that makes any difference.

If Microsoft Edge won’t open, the problem might be caused by your browsing cache and history. To fix the problem, you need to clear your cache by using a third-party tool such as CCleaner.
CCleaner is a great tool for removing junk files, and you could also use it to remove Edge’s cache.
Download CCleaner free version from the official website
Another tool that can help you with this problem is Yamisoft Windows 10 Manager. Simply download the tool, run it and navigate to Network > Microsoft Edge Manger > Reset Microsoft Edge > Reset to remove your history and cache.
After using any of these two apps, the problem should be resolved.

The sidebyside I'm not familiar with.
Were you able to find a reference for troubleshooting?
Somehow Edge had reopened after many failed attempts.
Ccleaner was available but not run to maintain browser history.
