Installl Visual C++ Runtime 2008 SP1 - Windows 2000 SP4

I'm trying to install the Visual C++ Runtime 2008 SP1 in a Windows 2000 Server SP4 box.
In the download link it's a supported combination

Supported Operating Systems: Windows 2000 Service Pack 4; Windows Server 2003; Windows Vista; Windows XP

But I'm getting a error something about HeapSetInformation not found in kernel32.dll

What's the problem??

The problem is that Windows 2000 SP4 doesn't have that function unless you install this update:
