Netsh error

I am trying to configure additional ip address using Netsh commnad  on windows 2008 r2 standard os by using below command.

Netsh int ipv4 add address "Network Interface" ip address Gateway Skipassource =true, but

I am getting error " Failed to configure the dhcp service, the interface may be disconnected . The system cannot find the file specified.

Not sure what i am missing . Can you guys help

Also be aware that the space between "....Skipassourc***e =***true" should be removed.
