I have a windows 10 machine have a Office error code 0x80070005 when activating Office issue.
End user has a valid business premium license, and is a local admin on the machine.
he can authenticate to the web portal without issue
Actions taken:
Disabled all security software
Uninstalled and reinstalled the product (ran as admin)
Used the link below to adjust the registry
Ran full av scan, no issues found
All these actions did not resolve the issue...

Did you run The Support and Recovery Assistant app?

Yes and he is still having the issue.
He is running Windows 10 1903 and everything is updated

Would you please share more information about Office 365? Please go to File > Account in Office application, check the version number and update channel.

<< In my opinion, this error code is mainly about insufficient user permission to activate Office. I want to confirm that has your user tried to run Office application as administrator? There are the steps about it for Windows 10 in this link: Search “Word” or “winword” > Right click Word icon > Run as administrator > Yes > Activate Office again.
If your user still has this issue after running Office as administrator, maybe he could try to active Office via command. Please search CMD, right-click the Command Prompt and run as administrator. Then copy and paste the command, click Enter at last:
cscript.exe "%ProgramFiles%\Microsoft Office\Office16\ospp.vbs" /act
(If he is running 32-bit Office on a 64-bit operating system)
cscript.exe "%ProgramFiles(x86)%\Microsoft Office\Office16\ospp.vbs" /act
Besides, I would like to suggest you create a new administrator account in Windows 10 for a test.
If the steps above do not work, please uninstall Office manually and reinstall Office. You could refer to “Manually remove a Click-to-Run installation of Office” in article. Please note, serious problems might occur if you modify the registry incorrectly. Before you modify it, back up the registry for restoration in case problems occur.

I found the issue, I am surprised I did not catch this sooner but by design no one ever does this...
The user profile was marked as hidden, once I removed the hidden checkbox from all required files and folders office opened up with out issue.
Thank you for all the information offered it helped lead to this finding.
