Hello ,
I have been trying for a while to change this but with no luck.
I used that old trick from windows7 (C:\windows\system32\oobe\info...) and registry key but its not working.
can you give me any other possible solution for this problem ?

Try to use the force a special lock screen policy and see if it could work.
Under Computer configuration/Administrative Templates/Control Panel/Personalization

In Win7, that's true. In Win10, things are less useful, and it's as close as you can really get.
The only way we've found of doing something like this is to set the default lock screen to the bitmap we want displayed pre-login. This lock screen then applies to the system user, which is the effective user at the login screen, and the user sees this screen prior to pressing a key (or ctrl+alt+del) to get to the login screen proper.
The downside of this is that all users also get that same bitmap as their default lock screen, although they can change it.
I'm not aware of a way of setting a proper pre-login bitmap without this kind of thing as a side effect.
NB, as of 1607, the policy for this is Enterprise (and probably Education) only - it doesn't work on Professional. Also, in my limited testing with 1607 Enterprise, it's not entirely reliable, and will sometimes give a solid colour on first boot after installation, even if the registry keys are set manually beforehand.

yeah , I succseded to remove logon picture by adding one key to registry, but i cannot force it to use custom picture :/

Hi Dorian,
In general, we use the GP: Force a specific default lock screen and logon image to customize Windows logon background in domain environment.
This GPO can be found in this path:
Computer Configuration > Policies > Administrative Templates > Control Panel > Personalization.
Make sure that the image path is relevant on every machine. Either the image needs to be copied to them all or you need to use the UNC option to an image stored on an accessible share.

@teemo tang,
there is no option for logon image , only lock screen , which I said I successfully configured. But logon image is what is bothering me . I think its not possible on enterprise edition .
