I have a user that reported when they were trying to send an email to junk their Outlook 2013 was freezing and becoming unresponsive. I connected and looked into the issue, and indeed clicking on any Quick Step item in the ribbon crashes the program and makes it unresponsive.
The only way around this is I was able to create a "new" Junk quick step and that one works fine. So I think what happened is somehow the folders the old/current Quick Steps were pointing to were disconnected, and the program now can't find them, or even let me get into the "Manage" Quick Steps menu without freezing. I can recreate all the old Quick Steps or make new ones if needed, but want to be able to get back into the "Manage" menu to delete out the old corrupted ones.
Suggestions on what I might do here? Was thinking to try a repair of Office, or run the OffCat Analyzer tool.
User is on Windows 10, Outlook 2013 x64.

Hi Joel,
Please start Outlook in safe mode and confirm if the "Manage Quick Steps" crashes Outlook or not. To start Outlook in safe mode, please close Outlook. Press Win+R to open Run in Windows, type Outlook /safe, press Enter.
If there is no issue in safe mode, please go to File > Options > Add-ins, set Manage COM Add-ins, click Go. Disable any third-party add-ins, restart Outlook in normal mode. It would help to narrow down the issue to one specific add-in.

Hi Winnie,
I am having the same issue with Outlook 2016. I have two exchange profiles (both office 365). My work O365 works fine but my personal O365 (both exchange) freeze as soon as i try to create a new quick step. Outlook goes into a white Not responding state.
Any suggestions?

Hello Winnie, Quick Steps still freezes outlook for me when I run Outlook in safe mode. After 5 minutes I have to use the task manager or automatically close outlook as it is frozen and I can't close it otherwise.

Hi Winnie,
My Outlook also gets irresponsive when I click on an old (Office 2013) Quick Step (and starts asking my credentials).
I would like to delete it and recreate it again but it gets irresponsive.
Any ideas?

Same issue here. Guess we need a way to remove Quick Steps configuration or this is a bug.

I came here looking for a solution as well, found none, so kept playing around.
I DID start in safemode (Start/Run/"outlook /safe"), chose the correct profile, and selected the drop down next to the existing Quick Steps.
I then selected "Manage" from that drop down. and then on the following screen, selected "Reset to Defaults"
Problem solved for me, and I'm wondering if it worked for others.

This worked like a charm for my Outlook account. We had also migrated and it messed up Quick Links. Thanks so much for posting. Our I.T. department spent months and could not figure this out...
