Hello,
I've have strange case with part (10+) of my user population on Windows 10 1607. Their password expiry notice is not showing up with notification. There is a one second moment when Windows log-on reminder icon (for password expiry notice) is shown in notification area, but than it disappears from that area and no notification is shown.
If I login with another account on one of those 10 computers, I receive password expiry notice for that user. If I login with one of those accounts on some other computer, I also receive password expiry notice.
These 10 users are unrelated.
Any ideas?

In the end, I found several registry keys that were not pushed from our group policy infrastructure, but probably imported locally but some external technician.
HKCU\Software\Microsoft\Windows\CurrentVersion\Notifications\Settings
- NOC_GLOBAL_SETTING_TOASTS_ENABLED
- NOC_GLOBAL_SETTING_GLEAM_ENABLED
- NOC_GLOBAL_SETTING_BADGE_ENABLED

According to your description, it's really odd.
Please confirm that you cannot disable notification balloons on these 10 computers.
Here I suggest you reset these 10 computers with "Keep personal files and app" options.
And then reset 10+ users' password on the Server side.

I see no point in resetting those user account passwords on server side. They are working as expected, and they receive password expiry notifications on other computers.
As for "Keep personal files and app", I'd rather delete user profiles, as other users (at least from my test) on that computer receive their password expiration notifications. Still, deleting user profiles is currently not an option. First, there are VIP users among those affected, second, it doesn't answer what the real problem is, making it possible to return again, and third, it feels like using a hammer to hit an ant.

It's hard to figure out root cause.
Let's try to clear all the cache about these 10+ users on those 10 computers. Include user profile cache include the credential cache.
