I'm using a personal certificate to sign emails that I send, and I get this popup the first time I send an email after opening outlook. I didn't install the certificate with strong protection (I chose medium, the only other option) and I would like to find a way to suppress this popup. Does anyone know how? I google searched all the different text in the popup and I can't seem to find anybody else asking this question. I have Outlook 2016 on another windows 10 machine with this same certificate and it doesn't give me this popup.

Hi Adam,
I did a test in my Outlook 2016 by importing a certificate in File > Options > Trust Center > Trust Center Settings > Email Security, Export/Import. And I can reproduce your issue when I firstly send out a signed email:
Then I tried the following method to import certificate:
Double-click the exported certificate (.pfx), select this certificate to import, uncheck the option "Enable strong private key protection", click Next. Using the default "Automatically select the certificate store based on the type of certificate", finish the importing.
Restart Outlook 2016, the issue can be fixed. There is no window prompted when sending signed or encrypted email.

This worked for me as well but I also had to remove the cert that I had previously imported via File > Options > Trust Center > Trust Center Settings > Email Security > Encrypted email > Default Setting > Settings
